Will Markow is an internationally recognized expert on the future of work and the Founder and CEO of FourOne Insights, a research and advisory firm focused on the impact of emerging trends and technologies on the workforce.
Will has advised hundreds of companies, technology vendors, training providers, workforce development organizations, government agencies, and multiple White House administrations on key issues related to the future of work, skills-based hiring, and related topics. His research has been featured in the New York Times, Wall Street Journal, CNBC, and numerous other national media outlets. He has also testified before Congress on growing the cybersecurity talent pipeline.
Will previously spent 12 years with Lightcast, where he oversaw their workforce consulting and research team. Will also oversaw the development of CyberSeek.org – a cybersecurity career exploration portal frequently cited by national media outlets and multiple presidential administrations.
Jeff Welgan is the Chief Strategist and CEO of skillrex, a company specializing in cyber workforce intelligence and strategy. He helps organizations strengthen their cyber teams through data-driven insights that align roles, skills, and mission priorities. A U.S. Navy veteran, Jeff has spent over a decade advancing how enterprises assess, build, and measure cybersecurity workforce capability.
Dr. Dhriti P. Stocks is the Executive Director for the Center for Cyber Safety and Education, the charitable arm of ISC2, dedicated to building a safer and more secure cyber world. At the Center, we believe that building the global cyber workforce ecosystem is a critical priority for the future of our world – and this means making sure as many individuals have access to, opportunity within, and a chance to give back to the cybersecurity field. In her role, Dhriti oversees all aspects of the Center’s mission, strategy, and impact, as it enters a pivotal phase of growth and transformation.
Dhriti has spent her professional life in nonprofit organizations as a fundraiser and development professional for respected organizations such as Big Thought, Girl Scouts of Northeast Texas, Children’s Medical Center Foundation, and Junior Achievement of Dallas. She began her nonprofit career as an AmeriCorps member serving at VolunteerNow and remains committed to a lifetime of service.
Dhriti is especially passionate about driving opportunity for women and girls, especially in industries that they have not traditionally had access to. In her role at the Center, Dhriti will champion the Center’s signature initiative to ensure that that the cyber workforce grows overall and that by 2050, 50% of the cybersecurity workforce is composed of women.
Dhriti is a proud graduate of Austin College and the University of Texas at Dallas and is a proud member of Class 4 of the CCC Leadership program for women.
Dr. William (Bill) Butler is the Vice President of Cyber Science Outreach and Partnerships at Capitol Technology University. Since 2021, he has also served as Vice President of Academic Affairs following eight years as Cybersecurity Chair. His career spans more than 30 years in networking and information technology, complemented by 30 years of service as a joint qualified Communications Information Systems Officer in the U.S. Marine Corps, retiring as a Colonel. Dr. Butler is active in national cybersecurity initiatives, contributing to the NIST Cloud Computing Security Forum Working Group, the Cloud Security Alliance Big Data and Mobile Computing Working Group, the National CyberWatch Center Curriculum Taskforce, and the National Cybersecurity Student Association Advisory Board. He holds degrees from Brenau University, Marine Corps University, the U.S. Army War College, National Defense University, the University of Maryland, and Capitol Technology University, where he earned his DSc in Cybersecurity in 2016 with a dissertation on countering IMSI catchers.
Dr. Butler’s leadership at Capitol has driven major institutional advancements, including the evolution of the Cyber Lab and Security Operations Center into the Center for Cybersecurity Research and Analysis (CCRA). His work contributed to Capitol Tech earning the 2020 S.C. Media Award for Best Cybersecurity Higher Education Program, and he received the 2021 S.C. Media Leadership Award for Outstanding Educator. He played a key role in securing an NSA grant establishing Capitol as the CAE Northeast Regional Hub, supporting 14 states and more than 100 institutions. Dr. Butler has built partnerships with organizations such as Black Girls Hack, WiCyS, and NSBE to expand pathways for underrepresented groups in cybersecurity, and he serves internationally as a Fulbright Cyber Specialist and mentor to doctoral students. He is also a long‑time volunteer with Team Rubicon and a microloan supporter through Kiva.
